Russia prepares for war with Libya as it fights to maintain its deteriorating foothold

Ukrainian asymmetric strike operations targeting Russian transport vessels and forward operating facilities in Libya project the war into the Mediterranean littoral, directly challenging Moscow’s external sanctions-evasion and supply corridors. In response, Russia is expanding and fortifying key Libyan airbases—such as Al-Jufra and Al-Khadim—deploying fighter aircraft and air defense systems to secure logistics lines extending into the Sahel. Concurrently, US-backed Libyan reunification initiatives and cross-factional military engagements threaten to erode General Haftar’s reliance on Moscow, undermining the political foundation of Russia’s southern flank. To counter this dual operational and diplomatic pressure, Moscow is pursuing long-term economic entrenchment through proposed refinery infrastructure in Benghazi and Tobruk, aiming to institutionalize its presence irrespective of political transitions. Consequently, the conflict has evolved into a geographically dispersed contest where Russian force-projection assets in North Africa are transformed from secure logistical staging grounds into contested, resource-draining vulnerabilities.
