The systematic degradation of Russia’s oil refining and downstream distribution networks by Ukrainian deep-strike assets has transitioned from an asymmetric economic campaign into a critical structural constraint on Moscow’s operational execution. By neutralizing significant portions of primary processing and secondary cracking capacity, Ukraine has exposed the rigid vulnerabilities of Russian domestic fuel logistics. The resulting domestic supply deficits force the Kremlin into a zero-sum reallocation dilemma, compelling a hard choice between sustaining high-tempo military operations and mitigating severe domestic socioeconomic friction. Furthermore, the degradation of high-grade fuel production and the emergence of severe localized shortages directly impede military logistical throughput, particularly the maritime and rail transport nodes sustaining the southern theater. This domestic friction introduces severe political risk, potentially imposing a ceiling on future mass mobilizations by rendering the domestic costs of the conflict unavoidable for the general population. Ultimately, this structural vulnerability fundamentally alters the long-term strategic balance, restricting Russia’s offensive sustainability and granting Kyiv a potent tool to disrupt the Kremlin's strategic rear without engaging in a war of attrition on the front lines.
